أَحَقُّ “The one who cultivated a barren land, not previously owned,
is the most deserving to own it” (Bukhari)
Accordingly, anyone can own a land if he cultivates a barren land that
is not owned by anyone
Pakistan has 20 million acres of cultivatable barren land, which is wasted
The Khilafah state will provide grants and interest free loans to
encourage the ownership of barren land through cultivation
Thus, Islam will greatly increase agricultural production and the
wealth of the rural population, whilst reducing unemployment
رسول اللہ ﷺ نے ارشاد فرمایا:((مَنْ أَعْمَرَ أَرْضًا لَيْسَتْ لأَحَدٍ
فَهْوَ أَحَقُّ)) "جس کسی نے بھی بنجر زمین کو آبادکر لیا ،جو کسی کی
ملکیت نہ تھی، تو وہ اس کا زیادہ حقدار ہے"(بخاری)
اس بنا پر اگر کوئی زمین بنجر پڑی ہو اور اس کا کوئی مالک نہ ہواور کوئی
شخص اسے کاشت کر لے تو وہ اس کا مالک بن جا تا ہے
